According to this CNN Money report, Bismarck and Fargo, North Dakota rank in the top 100 best places to live.  Fargo is ranked 88.  Bismarck is ranked 97.

This blog ,  which asks why two North Dakota towns ranked so low, reported it first. 

I have a different take on the situation.  North Dakota is being noticed for its energy, its strong economy and its comparitively relaxed pace of life.  It really is a good place to live.
